AI governance has become one of the central policy questions of the present decade. Governments, companies, researchers, and civil society organizations are asking how artificial intelligence should be evaluated, regulated, audited, and deployed. These discussions are necessary. They address urgent questions about data, privacy, bias, transparency, accountability, misinformation, automated decision-making, and systemic risk.
If the first task of robot governance is to define what governance means, the second is to explain why robots cannot be governed as ordinary AI systems alone.
Robots may use artificial intelligence, but they are not only information systems. They are embodied systems. They sense the world, move through physical space, interact with people, affect objects, and sometimes perform tasks that were previously done by human workers. A chatbot may influence a decision. A robot may also open a door, carry medicine, clean a room, patrol a building, assist an older person, guide a visitor, or move through a crowded street.
This difference changes the governance problem.
Robot governance begins where intelligent systems leave the screen and enter the world.
AI governance is necessary, but not sufficient
Much of AI governance has focused on the behavior of models and systems that process information. It asks whether an algorithm is fair, whether a dataset is biased, whether a model is transparent, whether an automated decision can be explained, and whether human users can challenge or review its output.
These are important questions for robots as well. A robot may rely on computer vision, speech recognition, navigation models, recommendation systems, or planning algorithms. If these systems are biased, unsafe, opaque, or poorly tested, the robot may behave in ways that are harmful or unreliable.
However, robot governance must go further.
When intelligence is connected to sensors, motors, actuators, wheels, arms, cameras, microphones, tools, or physical movement, the risks are no longer only informational. They become spatial, bodily, operational, and institutional.
A robot does not merely produce an answer. It may perform an action.
That action takes place somewhere, affects someone, and requires responsibility.
Embodiment changes the question
The defining difference between many AI systems and robots is embodiment.
A robot has a physical presence. It occupies space. It may move, stop, approach, avoid, lift, carry, push, clean, monitor, deliver, inspect, or assist. It may work in a factory, hospital, hotel, warehouse, school, home, airport, train station, restaurant, or public road.
This means that governance must consider not only what the system decides, but also how it behaves in an environment.
A robot’s behavior depends on many conditions:
- the design of its hardware;
- the reliability of its sensors;
- the safety of its movement;
- the quality of its software;
- the environment in which it is deployed;
- the training of its operators;
- the expectations of nearby humans;
- the procedures for emergency stop, maintenance, and failure response.
In AI governance, a harmful output may be corrected, appealed, removed, or documented. In robot governance, a harmful action may already have affected a body, an object, a workplace, or a public space.
This is why robot governance cannot be reduced to model governance alone.
Robots operate in shared spaces
Robots often enter spaces that are shared with people.
A delivery robot on a sidewalk must coexist with pedestrians, children, cyclists, wheelchair users, and other unexpected movements. A cleaning robot in a station must avoid passengers, luggage, temporary obstacles, and emergency situations. A care robot in a nursing home must interact with older adults, caregivers, families, and medical procedures. A warehouse robot must coordinate with human workers, inventory systems, safety rules, and production schedules.
These are not only technical problems. They are social and institutional problems.
Who decides whether a robot is allowed in a public space?
Who evaluates whether it is safe enough?
Who is responsible when it blocks a path, causes confusion, damages property, or harms someone?
Who has the authority to stop it?
Who explains its behavior to the people affected by it?
These questions require governance.
Public space is not only a place where technology is deployed. It is a place where legitimacy matters. People need to know why a robot is there, what it is allowed to do, what limits it has, and who is responsible for it.
Without this legitimacy, even technically successful robots may create social resistance.
Responsibility cannot be assigned to the robot alone
As robots become more autonomous, it may become tempting to describe them as if they were independent actors. We may say that “the robot decided,” “the robot refused,” “the robot selected,” or “the robot made a mistake.”
These phrases may be convenient, but they can also hide responsibility.
A robot’s action is usually the result of a wider system: designers, manufacturers, software developers, owners, operators, maintenance teams, data providers, deployment managers, customers, and institutions. Even when a robot appears to act independently, it has been placed into the world by human and organizational choices.
Robot governance must therefore resist a simple transfer of responsibility from humans to machines.
The more autonomous a robot appears, the more clearly its responsibility structure must be defined.
This includes questions such as:
- Who designed the system?
- Who approved its deployment?
- Who monitors its operation?
- Who maintains it?
- Who handles complaints?
- Who responds to accidents?
- Who is legally and institutionally accountable?
Robot governance does not begin after harm occurs. It begins before deployment, when responsibilities are assigned, procedures are written, and limits are defined.
Robot governance includes deployment, not only design
A robot can be well designed and still poorly governed.
A system tested in a controlled environment may behave differently in a real workplace or public setting. A robot that is safe in one context may be unsafe in another. A machine designed for trained operators may create confusion when used around the general public. A robot that works well during normal conditions may fail during emergency conditions, crowding, weather changes, network problems, or maintenance delays.
For this reason, robot governance must include deployment governance.
Deployment governance asks:
- Where should the robot be used?
- Under what conditions should it operate?
- What human supervision is required?
- What risks are acceptable?
- What procedures exist for failure?
- How are incidents recorded and reviewed?
- When should deployment be limited, suspended, or redesigned?
This is one of the main differences between robot governance and a narrow form of AI governance. The question is not only whether the system is intelligent, accurate, or explainable. The question is whether it can be responsibly placed into a human environment.
Robot governance connects rights, labor, and institutions
Robot governance also connects with broader questions about robot rights and robot labor.
Robot rights asks how society should think about recognition, moral status, symbolic protection, and the future possibility of new forms of artificial agency. Robot labor asks how robots reshape work, value, cooperation, productivity, and the relationship between human workers and machine workers.
Robot governance stands between these questions and institutional reality.
It asks how rules should be made.
It asks how responsibility should be distributed.
It asks how public trust should be maintained.
It asks how robots should be introduced into social systems without allowing responsibility to disappear.
In this sense, robot governance is not only about controlling robots. It is about governing the relationships around robots: between designers and users, companies and workers, machines and institutions, private innovation and public life.
Why the distinction matters
If robot governance is treated as only a branch of AI governance, important questions may be missed.
We may focus too much on algorithms and too little on physical safety.
We may focus too much on outputs and too little on actions.
We may focus too much on model transparency and too little on deployment conditions.
We may focus too much on technical performance and too little on public legitimacy.
We may focus too much on autonomy and too little on responsibility.
AI governance remains essential. But robot governance requires its own language, frameworks, and institutions because robots bring intelligence into the physical and social world.
They do not only calculate.
They move.
They interact.
They participate.
They affect spaces, bodies, labor, and trust.
That is why robot governance is not just AI governance.
It is the governance of embodied intelligence in human society.
